Innovation Development Center™ exists to support student-parents and their school-aged children through family-centered educational programs that address learning gaps, strengthen academic readiness, and promote shared success across generations.

We envision communities where families never have to choose between a parent’s educational goals and a child’s academic success — where student-parents and their children advance using sustainable pathways to academic readiness and family stability.
Jacquelyn “Jay” Chapman is a dedicated professional whose background uniquely blends military service, academic achievement, and a deep commitment to community-centered leadership. A proud U.S. Navy veteran, Jay brings discipline, resilience, and a strong sense of responsibility to every role she undertakes, shaped by years of service and leadership experience.
Jay holds an undergraduate degree in Business Administration with a concentration in Human Resources, providing a strong foundation in organizational management, team development, and employee engagement. She is currently pursuing a Master’s Degree in Divinity at Howard University, where she continues to deepen her commitment to ethical leadership, service, and the integration of spiritual values into professional practice.
Driven by both professional expertise and lived experience, Jay is the founder of Innovation Development Center for Family Learning™. The Center was established following her own educational journey as a teenage mother navigating high school and higher education. During that time, Jay experienced firsthand the lack of coordinated academic support for both student-parents and their children. Recognizing the long-term impact of this gap, she founded the Center to create family-centered educational programs that support two generations simultaneously and help families succeed together.
Jay has a strong passion for project management and firmly believes in the importance of team building, collaboration, and cultivating positive, mission-driven work environments. Her leadership approach emphasizes structure, accountability, and empathy—ensuring alignment between organizational goals and community impact.
Outside of her professional and academic pursuits, Jay enjoys spending quality time with her spouse and children. An avid fan of concerts, sports, and competitive activities, she brings enthusiasm, energy, and authenticity to both her personal and professional life. Jay remains committed to building meaningful connections, contributing positively to every team she serves, and advancing initiatives that strengthen families and communities through faith and education.
